General Information:


In formulating its enrolment/admissions policy the Board of Management of Tallanstown National School is setting out its policy in accordance with the provisions of the Education Act 1998.  The B.O.M. trusts that by so doing parents will be assisted in relation to enrolment matters, and furthermore that the Chairperson of the B.O.M. Fr. Paul Clayton Lea P.P. Parochial House and the Principal Mr Brendan Murphy of Tallanstown N.S. 042-9374419, will be happy to clarify any further matters arising from the policy.


Description of  our  School:


·                 In 1969 the three schools in the Parish of Tallanstown i.e. Aclint N.S., Stormanstown N.S. and Tallanstown N.S. were amalgamated to form one central school.  In the course of this amalgamation guarantees were given that any children living in the historical catchment areas of Aclint N.S. and Stormanstown N.S. would be afforded equal rights of access to the centralised school as the children living in the historical catchment area of Tallanstown N.S.  This guarantee was to have no time limitation.


·                 Tallanstown National School is a school under the Patronage of

the Archbishop of Armagh.


·                 Tallanstown National School currently has 11 classroom teachers, 2 full-time learning support teachers and 1 shared learning support/ resource teacher.


·                 The school is a vertical mainstream mixed school with classes ranging
from Junior Infants to Sixth class.


·                 The school depends on the grants and teacher resources
provided by the Department of Education and Skills and it operates within the regulations laid down, from time to time, by the Department.  The school policy must have regard to the resources and funding available to it.


·                 The school follows the curricular programmes prescribed by the
Department of Education and Science, which may be amended
from time to time, in accordance with Section 9 and 30 of the Education Act (1998).


·                 Equality of access is the key value that determines the enrolment of      children to our school.   No child is refused admission for reasons of ethnicity, special education needs, disability language/accent, gender, traveller status, asylum-seeker/refugee status, religious/political belief and values, family or social circumstances.



Enrolment Procedures:


1.    Parents seeking to enrol their child(ren) in Tallanstown National School are requested to return a completed Enrolment Application Form (available in the office) to the school by the closing date published by the Board of Management each year.


2.      The names of children, for whom Enrolment Application forms have been returned, will be retained by the school and receipt recorded.



3.      While recognising the right of parents to enrol their child in the
school of their choice, the Board of Management of Tallanstown National School is also responsible to respect the rights of the existing school community and in particular, the children already enrolled.  This requires balanced judgements, which are guided by the principles of natural justice and acting in the best interest of all children.  Assisting the school in such
circumstances, the B.O.M. reserves the right to determine the maximum number of children in each separate classroom bearing in mind:

Ø    size of/available space in the classrooms

Ø    the educational needs of children of a particular age

Ø    the presence of children with special educational/behavioural needs

Ø    the DES maximum class average directives (currently a maximum           average of 28 children)



4.   In the event, of the number of children seeking enrolment in any given class/standard, exceeding the number of places available preceding or during the school year, (due to the B.O.M. being unable to provide suitable accommodation, or recruit required teaching staff), the following criteria will be used to prioritise children for enrolment:


A full list of applicants will be drawn up after the 30th April of the preceding year by the B.O.M. using the following criteria.


Children living within traditional parish catchment area of the school.


Siblings of children already enrolled.


Children of current school staff.



a)          The children will be placed on this list according to age, oldest to youngest.

b)          The number of children eligible to be enrolled will be determined.

c)           The B.O.M. will determine the appropriate number of children to be enrolled in accordance with the rules and recommendations of the Department of Education and Skills and also taking the existing circumstances particular to our school into consideration.

d)         The Board of Management will then offer the appropriate number of places in Junior Infants Class to children starting with the oldest on the list and ending when the appropriate number of places has been filled according to the ages of the pupils.

e)          If any child/children offered a place/places does not accept a place/places then this place/places will be offered to the next child/children listed according to age.

f)           All applicants will be notified about the decision of the B.O.M.

g)         Any applicants not accommodated will be automatically placed on the list of applicants for the following year.

h)          The final decision on all of the above rests with the Board of Management of Tallanstown N.S.


6.      The B.O.M. is bound by the D.E.S. Rules for National Schools.


7.      Pupils wishing to transfer from other schools are enrolled subject to the Rules governing National Schools,as well as our own school's enrolment policy and circumstance.


a)              Failure to fully complete forms will result in refusal to admit the applicant

b)              The behaviour record of a student in their previous school shall be considered

c)              The attendance record of a student in their previous school shall be considered

d)              Pupils are not enrolled during the school year.




8.      Children with special needs will be resourced in accordance with the level of resources provided by the Department of Education and Science to the Board of Management.


9.    The Board of Management may request a copy of the child's medical or psychological report, or where such a report is not available, may request that the child be assessed immediately. Following receipt of this report the Board will assess how the school can meet the needs specified in the report.  Where the Board deems that further resources are required, it may, prior to enrolment, request the Department of Education and Skills to provide the resources required to meet the needs of the child outlined in the psychological and/or medical report.  These resources may include for example, access to or the provision of any or a combination of the following visiting teacher service, resource teacher for special needs, special needs assistant, specialised equipment or furniture, transport services or other.   It may be necessary for the Board of Management to defer enrolment of a particular child pending:


a)    the receipt of an assessment report and/or

b)    the provision of appropriate resources by the Department of Education and Skills to meet the needs specified in the psychological and/or medical report.


The school will meet with the parents of the child to discuss the child’s needs and the schools suitability or capability in meeting these needs. If necessary a full scale conference involving all parties will be held.  This meeting may include parents, principal, class teacher, learning support teacher, resource teacher or psychologist if available.Notwithstanding the availability of such resources, parents of children who are dissatisfied with the level of educational provision in our school are advised to consider a special school, which is designed and resourced to specifically cater for the needs of children with special educational needs.


10. The Board of Management will consider the school full when enrolment reaches 28 times the number of Mainstream Teachers on Staff. The Board of Management may continue to consider applications over and above this total if a place is available in the appropriate class. The pupil teacher ratio applied in this policy will change in accordance with changes in the national pupil teacher ratio as determined by the Department of Education and Skills.


Children enrolled in our school are required to co-operate with and support the School/Board of Management's Code of Behaviour as well as all other policies on curriculum organisation and management. The Board of Management holds Parents/Guardians responsible for ensuring that their child(ren) co-operate with said policies in an age-appropriate way.   In accordance with the Department of Education's rules for National Schools, breaches of discipline and/or school policies will result in serious sanctions.
